        BIENNIAL INTERNATIONAL CARTOON CONTEST 2010.
        First .- Object. These bases are designed to regulate BIENNIAL INTERNATIONAL COMPETITION 2010 Humorous cartoons and drawings organized by the Autonomous Agency Culture of the City of Santa Cruz de Tenerife.
        Second .- Participants. Participation is free. Each participant in each event will participate with a maximum one (1) work must be unpublished and not previously submitted to this or any other tournament. The Autonomous Agency of Culture Hon. City Council Santa Cruz de Tenerife made all the efforts and actions as it deems relevant to ensuring the artists by fulfilling this obligation.             RULES

            1. Theme: “Shoes”

            2. The number of entries is limited until 5.
            They shall not have been exhibited or published before. Works must be originals and any kind of graphical technique will be accepted, including digital artwork if they are originally signed and if the print is number one (manual numbered). 3D works are accepted.

            3. The works have to be sent to the following address:

            Our website www.ecc-kruishoutem.be will inform you if your works have arrived. The list of participants will regularly be updated.

            4. The drawings shall have the following dimensions: 210 x 297 mm (A4) – (8.268 x 11.693 inches). The works shall not be provided by a passe-partout, neither be stuck on to a larger paper. The drawing must bear, on the reverse side, the surname, forename and address of the participant. The drawings shall not bear subtitles.

            5. By virtue of their participation, the participants authorize the organizers to publish some of their works that they have received (in the catalogue and for the promotion of the exhibition).

            6. The following prizes are foreseen:

            • 1st prize: Euro 1.600 + trophy
            • 2nd prize: Euro 1.400 + trophy
            • 3rd prize: Euro 1.200 + trophy
            • Prize of the ECC: personal exhibition in the ECC
            • Prize of the EU: Euro 750
            • Best Belgian Cartoon: Euro 500

            7. By participating the participant lends his works to the organizers for exhibitions. The works received will remain at the disposal of the organizers until 31.12.2011.

            8. The entries will only be sent back by the organizers on receiving a written request. The awarded works will become the property of the organi zers. 3D-works can either be collected at the ECC in the course of 2011 or can be sent back if the artist wishes to. Postal charges will be at the artist’s expense. The organization can’t be held responsible for any damaged or lost work.

            9. If after announcement of the prizes, it appears that plagiarism has been committed, the jury can after deliberation withdraw the prize.

            10. DEADLINE : 2011 February 15

            Exhibition: each Sunday from the 17th of April till the 26th of June – European Cartoon Center Kruishoutem.

                  Rules

                  1. Participants take part in the competition with an original cartoon. Cartoons must be signed by the cartoonist in case that they are submitted as computer print outs. Photographs,
                  photocopies etc., will not be accepted.

                  2. Previously awarded works will not be accepted.

                  3. Size of cartoons should not exceed 21 x 29.7 cm (A4 paper size). Works should be submitted unframed and unmounted.

                  4.  The Organizers will not be responsible for damage that may occur during postage
                  and handling.

                  5.Competition is open to professional and amateur cartoonists from all over the world.

                  6. Subject is “Ecology. Rational use of natural resources. Ecology of Soul”.

                  7. Participants are expected to send the filled in participation form, a short curriculum vitae and a photograph together with their cartoons. Otherwise applications will not be considered.

                  8. The Jury of Festival creates from the experts competent in the field of a cartoon, the fine arts. The Jury will meet in October 2010 for the selection and award of the works. The jury’s decision is final and cannot be contested.

                  9. Award-winning cartoons will not be returned to the artists.

                  10.  Prizes:
                  The first place – 1000$
                  The second place – 800$
                  The third place – 300$  

                   Two special prizes – 150$

                  11.   Cartoons which do not win awards will be returned to the artists upon written request.

                  12.   Participants may also leave their cartoons the Cartoon Museum, to be established by the Organizers.

                  13.   All selected works will be displayed in an exhibition and one free copy of the exhibition booklet will be sent to the artists whose works have been selected.

                  14.   The cartoons will be displayed at http://look.goodideas.su/ (http://vzglyad.goodideas.su/) and may be used for promotional purposes printed or electronically or otherwise and permit third parties to reproduce them for promotional purposes of the exhibition and used without any monetary or otherwise compensation. Participants are considered to have accepted all the conditions stated herein.

                  15.   By filling and signing the entry form, the artist undoubtedly agrees with the above-mentioned terms of the contest.

                  16.   The award ceremony will take place in Belgorod (Russia) November, 1. The exhibition on results of Cartoon Contest will pass at Belgorod children’s art school.

                    Mirza Ali akbar Sabir (Azerbaijani: Mirzə Ələkbər Sabir), born Alakbar Zeynalabdin oglu Tahirzadeh (30 May 1862, Shamakhy – 12 July 1911, Shamakhy). Sabir was a public figure, philosopher, teacher and a poet-innovator, he set up inspiring attitude to classical traditions, rejecting well-trodden ways in poetry. Never before did the people’s attitude to the world, the voice of Azeri people find so splendid and complete embodiment, devoid of stylization, as in Sabir’s writings. If the artistic thought of the Azerbaijani people found its fullest epic completeness and perfection in Fuzuli’s works have been the exemplars of lyric to this day, the satirical trend in Azerbaijani literature and, especially, in poetry is inseparable from the name of Sabir – the true symbol of Azeri realistic poetry. Sabir was brought up in the patriarchal-religious atmosphere. But when twelve yearl old, young Alakbar managed to enter school of Seyid Azim Shirvani, a brilliant poet and teacher. Personal contacts with this man greatly influenced formation of Sabir as a poet. A monument of Mirza Alakbar Sabir. The statue, sculpted by J. Garyagdy, is located in a park adjacent to the walls of the Old City in Baku.Throughout all his life poverty was Sabir’s curse. He was bound to take care of his family’s well-being, hardly earning a living himself and his household. No time was left for literary activity, the more so as the spectre of poverty took more and more distinct shape. Sabir tried to become a merchant, but the poet’s spirit badly suited for this job and he did not succeed. Instead, he traveled a lot about the Central Asia and the Middle East and it seems that his traveling about the Moslem East had strengthened his desire to write satirical works, since he saw the appalling situation of people, their backwardness and stagnant life. The Russian Revolution of 1905 had a powerful effect on Sabir’s writing, infusing it with a revolutionary spirit. This revolution, which was followed by spreading of the democratic trends throughout the Russian Empire, marked the beginning of a new era in Sabir’s literary activity. The shock waves of upheaval brought about a host of satirical publications. The most prominent of them was the Molla Nasraddin magazine, which was popular in all over the Caucasus, Middle East and Central Asia, its publisher being a great enlightener of Jalil Mammadguluzadeh. It was this journal that Sabir’s best, most creative mature years are associated. His pen did not miss a single political event, a single problem typical for still the feudal-patriarchal Azerbaijani society and he embodied his ideas in stirring, thought-provoking images. Sabir’s verses were merciless. He wrote about the arbitrariness of Tsarist officials, landowners and beys ignorant to their people, backwardness of the clergy, the down-trodden status of women and the social situation of the working people. Sabir’s poetry won him people’s respect tremendous popularity, at the same time, placing him in a very risky and dangerous position. He was exposed to persecution, attacks and insults of the officials, mullahs and qochus (bouncers), who threatened him with reprisals. That’s why Sabir (this pen-name of the poet mean patience) had more than fifty pen-names, but even this could not help him from escape from persecution. Poverty, overstrain, endless caress of his large family and persecution, which wore out the poet’s nerves had not passed without leaving a trace in his health. He boiled soap for living and was often ill. In 1910 the Sabir’s disease of livers took a serious turn that later on was found irreversible. Even when ill, Sabir continued to write. Not long before his death he said to his friends who stood at his bed-side: “I laid my flesh down for my people. But if God would give me more time, I would lay my bones down too”…
